Narrative:

Air carrier X departed dtw airport on IFR flight plan northbound. I was working departure radar and turned and climbed the aircraft to 11,000'. There were many confusing, extenuating circumstances contributing to the loss of separation. An air carrier widebody transport was 15 mi into dtw's airspace at 10,000' eastbound, to cross path of air carrier X but no one was talking to him. He was no radio and I was advised of this by the controller working the north airspace. I told that controller that I was climbing air carrier X to flint and I would pass behind air carrier widebody transport. He said 'roger (company' and never told me about an aircraft 5 mi behind air carrier widebody transport at 9000'. Also eastbound to cross air carrier X flight path. An air show at yip airport had just ended and numerous jet departures, snowbirds and high performance military aircraft, were departing requiring special handling, much coordination for climbs to flight levels and pointouts to other controllers. A runway change was in progress requiring additional coordination for opposite direction traffic. Much confusion with coordination and assumptions on both controllers involved contributed to the error. Air carrier X met the 9000' eastbound traffic just north of svm VOR. Eastbound traffic was small aircraft Y on an IFR flight plan. The north controller told me he forgot about small aircraft Y when I told him about air carrier X climbing.

Title: ACR WAS ISSUED A CLIMB THROUGH ALT OF ANOTHER ACFT.

Narrative: ACR X DEPARTED DTW ARPT ON IFR FLT PLAN NBND. I WAS WORKING DEP RADAR AND TURNED AND CLIMBED THE ACFT TO 11,000'. ALSO EBND TO CROSS ACR X FLT PATH.
