Narrative:

On november 1988, as PIC of flight, an light transport (X) leaving psp for lax, I departed the gate at am local time on schedule. My co-pilot and I proceeded to runway 30 for departure with a clearance that read: palm 1 psp (fly runway heading, maintain assigned altitude, expect vectors to appropriate route/fix) V388 pdz V16 lahab lax maintain 12,000. We received clearance for takeoff and during climb out told to contact departure who proceeded to instruct us to turn right heading 360 vector thru the airway. My copilot acknowledged this by our call sign and read back. The next clearance from psp departure told us to turn left heading 300 and intercept the airway which was again acknowledged by our call sign and readback. I was already flying through V388 which is a radial of 272 degree off psp so a heading of 300 would not bring us back to the airway. I requested a heading of 240 to intercept which was approved by psp departure. After about a minute I heard two xmissions at the same time, neither of which were understandable. This was followed by another transmission of which the first part was again blocked or as we say stepped on. I was able to make out the last part which was the controller saying 9000. At that moment our rate of climb was approximately 3,000 FPM and we were passing through 9000'. Glancing out the right windshield I noticed a light transport (Y), which had cancelled his IFR clearance and was descending VFR out of 12,000, making a right turn to avoid collision with us. At this point I retarded the power levers to arrest our rate of climb and at am local time at 9600 ' the light transport (Y) crossed over our path with about 500' vertical separation.

AT THAT MOMENT OUR RATE OF CLIMB WAS APPROXIMATELY 3,000 FPM AND WE WERE PASSING THROUGH 9000'. GLANCING OUT THE RIGHT WINDSHIELD I NOTICED A LTT (Y), WHICH HAD CANCELLED HIS IFR CLRNC AND WAS DESCENDING VFR OUT OF 12,000, MAKING A RIGHT TURN TO AVOID COLLISION WITH US. AT THIS POINT I RETARDED THE POWER LEVERS TO ARREST OUR RATE OF CLIMB AND AT AM LOCAL TIME AT 9600 ' THE LTT (Y) CROSSED OVER OUR PATH WITH ABOUT 500' VERTICAL SEPARATION.
