Narrative:

During approach trailing edge annunciator light accompanied with te flap disagree EICAS message illuminated upon selecting flaps 20 at approximately 1800 feet. Flaps stopped tracking at 19 degrees with handle selected to flaps 20 and remained symmetric at 19. Gear indicated down and locked; fuel state was critical (touched down with 7.3 lbs due to enroute deviating and arrival holding); set vref 20 approach speed and selected GPWS flap override. Emergency declared descending through 1200 feet; I transferred aircraft control to myself; landed on speed in touchdown zone; uneventfully. Touchdown landing weight was 168.2 and vref 20 approach speed was 131 kts. After referring to brake cooling charts and inspection by arff which was reported as normal; elected to continue to ramp at slow taxi speed with one arff truck following. Gate arrival fuel was 6.7 lbs. An extra 1500 lbs was requested by captain prior to departure.

Title: A B757 EICAS alerted TE FLAP DISAGREE on final at 1;800' so the Captain completed the QRH procedure; declared an emergency and landed without going around because the aircraft's fuel state was critical.
