I was providing OJT [and] we were running circling approaches to runway xxl. Air carrier X was issued a takeoff clearance and told to expedite. Air carrier X did not expedite and started takeoff roll too late. Air carrier Y; [same company]; was on approach. I instructed the developmental to send air carrier Y on a go-around. Developmental used wrong call sign for the go-around. Air carrier Y landed runway xxl; but no asde alert was noted. [I] gave [the] developmental several memory reminders as to not confuse call signs.

Title: MDW Controller described a loss of separation event when a developmental used the wrong call sign when trying to issue go around instructions and traffic landed without appropriate clearance from a departing aircraft.
