I was giving OJT and the student assigned 260 KTS to lead aircraft, no speed on second aircraft. I didn't catch it. Sector was extremely busy at the time.

Title: ZAB CTLR PROVIDING OJT DOES NOT RECOGNIZE THAT DEVELOPMENTAL HAS NOT ISSUED CTL INSTRUCTIONS TO ENSURE IN TRAIL SEPARATION.
Narrative: I WAS GIVING OJT AND THE STUDENT ASSIGNED 260 KTS TO LEAD ACFT, NO SPD ON SECOND ACFT. I DIDN'T CATCH IT. SECTOR WAS EXTREMELY BUSY AT THE TIME.
