Narrative:
Aircraft #1 was a student solo wishing to depart to the practice area. Developmental local controller cleared aircraft #1 for takeoff and issued traffic on a 3 mi final (aircraft #2). Pilot of aircraft #1 did not respond in a timely manner to the control instruction, so developmental local controller told pilot of aircraft #1 to hold short of runway 17L. Both developmental and fpl local controllers heard the pilot read back 'hold short.' seconds later the fpl local controller saw aircraft #1 holding in position on runway 17L. Developmental told aircraft #1 to exit the runway, and aircraft #2 to go around. Aircraft #1 turned around and exited the runway, but aircraft #2 continued his approach over the threshold, intending to land now that runway was clear. Subsequent review of tape recordings showed that pilot of aircraft #1 read back 'hold short on runway 17L.' contributing factors: 1) controllers were cued in on 'hold short' and missed the rest of the readback. 2) student pilot of aircraft #1 was not properly prepared for solo flight, as he had no idea what 'hold short' meant. 3) aircrew of aircraft #2 was hell bent on landing (pressure to save money?) and made a bad situation worse by not complying with ATC instruction to go around.
