Narrative:

While deviating left of course to avoid WX, encountered moderate turbulence, lost engine #1 & 2 (engine #1 flamed out, engine #2 compressor stall), attempted rapid restart at FL390. Unsuccessful both engines. Turned further away from course. Started descent to maintain airspeed. Attempted another restart. #1 regained power (at 38500', after 5 attempts engine #2 relit at 35600'. Climbed back to 39000'. Returned to course. Everything normal. Throughout the course of events the first officer attempted contact with tokyo control. Unable to establish contact until during climb back to 39000'. Possible prevention would have been to have the engine ignition on (we were operating in smooth air and moderate turbulence wasn't anticipated).

Title: WDB LOST 2 OF 4 ENGINES AND COULD NOT MAINTAIN ALT.

Narrative: WHILE DEVIATING LEFT OF COURSE TO AVOID WX, ENCOUNTERED MODERATE TURB, LOST ENG #1 & 2 (ENG #1 FLAMED OUT, ENG #2 COMPRESSOR STALL), ATTEMPTED RAPID RESTART AT FL390. UNSUCCESSFUL BOTH ENGS. TURNED FURTHER AWAY FROM COURSE. STARTED DSCNT TO MAINTAIN AIRSPD. ATTEMPTED ANOTHER RESTART. #1 REGAINED PWR (AT 38500', AFTER 5 ATTEMPTS ENG #2 RELIT AT 35600'. CLBED BACK TO 39000'. RETURNED TO COURSE. EVERYTHING NORMAL. THROUGHOUT THE COURSE OF EVENTS THE F/O ATTEMPTED CONTACT WITH TOKYO CTL. UNABLE TO ESTABLISH CONTACT UNTIL DURING CLB BACK TO 39000'. POSSIBLE PREVENTION WOULD HAVE BEEN TO HAVE THE ENG IGNITION ON (WE WERE OPERATING IN SMOOTH AIR AND MODERATE TURB WASN'T ANTICIPATED).
