Narrative:

On taxi in to clt, cleared to ramp by ground control 121.9. Contact ramp control on 129.8 and cleared to gate 1. Moments later, an air carrier Y came rapidly right to left in front of me and I had to slow my taxi to let it pass. I asked ramp control where the large transport Y came from and she said it was controled by outbnd ramp control on 131.6. I said that I should have been alerted of the large transport and that better coordination was needed between the 2 controllers. She said large transport Y was to have stopped short of my route but had not. With the 2 frequencys and 2 controllers obviously not coordination, I believe there is an accident waiting to happen. On outbnd taxi, clt ground control was on frequency not shown on chart. Over a year ago, I asked clt tower supervisor to look into listing the outbnd ground control frequency, but no results. Believe unsafe operation in use with inbound and outbnd ground control frequencys at clt, especially with them not even listing the outbnd frequency. Callback conversation with reporter revealed the following. Called reporter to clarify his complaint. Did not know if he was objecting to FAA tower frequency situation or to airline company abc working ramp traffic on 2 frequencys. Reporter says he thinks FAA should show both ground control frequency on the charts as other facility do when they have multiple ground control position. Says he has talked to tower chief a couple of times but gets no answers. Also, whenever he is assigned 121.8, he asks the tower when they are going to publish that frequency. I explained to reporter that he was on airline company abc frequency at time of incident being reported. He said he was aware of that and thinks inbound ramp controller should have advised him of air carrier Y in this case and that inbound and outbnd ramp controllers should coordination better.

MOMENTS LATER, AN ACR Y CAME RAPIDLY RIGHT TO LEFT IN FRONT OF ME AND I HAD TO SLOW MY TAXI TO LET IT PASS. I ASKED RAMP CTL WHERE THE LGT Y CAME FROM AND SHE SAID IT WAS CTLED BY OUTBND RAMP CTL ON 131.6. I SAID THAT I SHOULD HAVE BEEN ALERTED OF THE LGT AND THAT BETTER COORD WAS NEEDED BTWN THE 2 CTLRS. SHE SAID LGT Y WAS TO HAVE STOPPED SHORT OF MY ROUTE BUT HAD NOT. WITH THE 2 FREQS AND 2 CTLRS OBVIOUSLY NOT COORD, I BELIEVE THERE IS AN ACCIDENT WAITING TO HAPPEN. ON OUTBND TAXI, CLT GND CTL WAS ON FREQ NOT SHOWN ON CHART. OVER A YEAR AGO, I ASKED CLT TWR SUPVR TO LOOK INTO LISTING THE OUTBND GND CTL FREQ, BUT NO RESULTS. BELIEVE UNSAFE OPERATION IN USE WITH INBND AND OUTBND GND CTL FREQS AT CLT, ESPECIALLY WITH THEM NOT EVEN LISTING THE OUTBND FREQ. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING. CALLED RPTR TO CLARIFY HIS COMPLAINT. DID NOT KNOW IF HE WAS OBJECTING TO FAA TWR FREQ SITUATION OR TO AIRLINE COMPANY ABC WORKING RAMP TFC ON 2 FREQS. RPTR SAYS HE THINKS FAA SHOULD SHOW BOTH GND CTL FREQ ON THE CHARTS AS OTHER FAC DO WHEN THEY HAVE MULTIPLE GND CTL POS. SAYS HE HAS TALKED TO TWR CHIEF A COUPLE OF TIMES BUT GETS NO ANSWERS.
