Narrative:

MTR X was handed off to me, I was working the north whiting arrival sector (U). There was a coordination agreement between pensacola and jacksonville center that MTR aircraft recovering to nse were my control for descent on initial contact. On initial contact, MTR X was descended to 4000' and his route of flight crossed just over eglin (ups) airspace west/O a pointout. The aircraft later cancelled IFR and landed VFR at south whiting. There were no other aircraft involved. No evasive action was taken. I believe this error occurred because effective communication and pointout procedure were not followed.
