Narrative:

The evening of jul/thu/94, runway 4 in use. Ceiling M3000 ft overcast. An arrival, a PA 31, was requesting an altitude to get under the bases. The arrival controller pointed out the PA-31 to the tower because it was at an altitude which the tower used for departure traffic on automatic-release procedures. The tower controller forgot about the arrival (PA-31) at an altitude he used, and turned a departure C-310 directly into the path of the PA-31 arrival. The departure controller took immediate action to get the C-310 turned. These aircraft didn't get within 3 mi, but would have if no action was taken by the departure controller. Because the tower controller is looked on with 'favor' from the management at lex, he has heard nothing further about the occurrence. The departure controller was counseled for his phraseology and landline communication.

Title: OPDEV BTWN CPR X AND MIL Y.

Narrative: THE EVENING OF JUL/THU/94, RWY 4 IN USE. CEILING M3000 FT OVCST. AN ARR, A PA 31, WAS REQUESTING AN ALT TO GET UNDER THE BASES. THE ARR CTLR POINTED OUT THE PA-31 TO THE TWR BECAUSE IT WAS AT AN ALT WHICH THE TWR USED FOR DEP TFC ON AUTO-RELEASE PROCS. THE TWR CTLR FORGOT ABOUT THE ARR (PA-31) AT AN ALT HE USED, AND TURNED A DEP C-310 DIRECTLY INTO THE PATH OF THE PA-31 ARR. THE DEP CTLR TOOK IMMEDIATE ACTION TO GET THE C-310 TURNED. THESE ACFT DIDN'T GET WITHIN 3 MI, BUT WOULD HAVE IF NO ACTION WAS TAKEN BY THE DEP CTLR. BECAUSE THE TWR CTLR IS LOOKED ON WITH 'FAVOR' FROM THE MGMNT AT LEX, HE HAS HEARD NOTHING FURTHER ABOUT THE OCCURRENCE. THE DEP CTLR WAS COUNSELED FOR HIS PHRASEOLOGY AND LANDLINE COM.
