Narrative:

The event was taxiing west/O a clearance to taxi and crossing a runway that was open but not in use. First officer and I were on a continuous duty trip which started at XD55, 8/sat/88, and landed lyh at XG55 on 8/sun/88. We then were taken to a hotel arriving about XX30 pm. I got up at XA15 am. The cabin attendant back to the airport was late and we arrived at lyh about XB40 for a XC05 departure. In the course of duty I arrived at the aircraft about 10 mins before departure, but my first officer had finished the preflight inspections and I finished the cockpit check as passenger boarded, then weight and balance, then cranked both engines and did after start checklist. At lyh there is no clearance delivery, so normal procedure is for PNF to call for taxi and IFR clearance after the radios are on after starting. I heard some communication and assumed first officer was getting the clrncs to taxi etc. As I started moving on the ramp, I looked for other aircraft moving and saw none except for another airline using runway 21 (holding short at the end). I continued taxiing for runway 21 and was crossing another runway (after looking in both directions) when the tower called asking us to state our position. I realized at that time we had not received taxi clearance. The distance from leaving the gate to the runway is about 300' and the runway is a short runway that is seldom used. First officer did not advise me that we didn't have a clearance to taxi or try to stop me from taxiing. I should have verified the clearance before entering the taxiway. Complacency and lack of rest, plus hurrying, contributed to the problem.

Title: ACR SMT UNAUTH TAXI.

Narrative: THE EVENT WAS TAXIING W/O A CLRNC TO TAXI AND XING A RWY THAT WAS OPEN BUT NOT IN USE. THE CAB BACK TO THE ARPT WAS LATE AND WE ARRIVED AT LYH ABOUT XB40 FOR A XC05 DEP. IN THE COURSE OF DUTY I ARRIVED AT THE ACFT ABOUT 10 MINS BEFORE DEP, BUT MY F/O HAD FINISHED THE PREFLT INSPECTIONS AND I FINISHED THE COCKPIT CHK AS PAX BOARDED, THEN WT AND BALANCE, THEN CRANKED BOTH ENGS AND DID AFTER START CHKLIST. AS I STARTED MOVING ON THE RAMP, I LOOKED FOR OTHER ACFT MOVING AND SAW NONE EXCEPT FOR ANOTHER AIRLINE USING RWY 21 (HOLDING SHORT AT THE END). I CONTINUED TAXIING FOR RWY 21 AND WAS XING ANOTHER RWY (AFTER LOOKING IN BOTH DIRECTIONS) WHEN THE TWR CALLED ASKING US TO STATE OUR POS. I REALIZED AT THAT TIME WE HAD NOT RECEIVED TAXI CLRNC. THE DISTANCE FROM LEAVING THE GATE TO THE RWY IS ABOUT 300' AND THE RWY IS A SHORT RWY THAT IS SELDOM USED. F/O DID NOT ADVISE ME THAT WE DIDN'T HAVE A CLRNC TO TAXI OR TRY TO STOP ME FROM TAXIING. I SHOULD HAVE VERIFIED THE CLRNC BEFORE ENTERING THE TXWY. COMPLACENCY AND LACK OF REST, PLUS HURRYING, CONTRIBUTED TO THE PROB.
