Narrative:

I got ATIS and landing speeds and accomplished approach checklist. Captain did not want the windshear recommended flap setting for landing even though it was obvious due to numerous cells close to the field that windshear was a definite threat, although none was mentioned on ATIS. We were given vectors to the final approach landing to the north (visual approach). We were in the clear and obviously at least 1000' above the ground, so captain disarmed the GPWS. I reached tower and he gave a very garbled wind direction which sounded like 160/14. I asked for another wind check, with no response. I then asked again and finally asked a third time, and now we received windshear alerts with an obvious tailwind of up to 20 KTS. Captain now was too high on the G/south and 20-30 KTS faster than target with minimum flaps (25 degrees) for landing. He touched down 1/3-1/2 way down the runway. Airplane cleared runway after landing and I informed ground control of a dangerous situation taking place, by surging a 20 KT tailwind on airplanes planning to land with ATIS reported winds. Ground controller advised me that no one wanted to takeoff to the south due to WX, and that's why we were landing to the north and that they were trying to change runways.

Title: ACR MLG TAILWIND LNDG. WIND REPORTED IN EXCESS OF 10 KTS.

Narrative: I GOT ATIS AND LNDG SPDS AND ACCOMPLISHED APCH CHKLIST. CAPT DID NOT WANT THE WINDSHEAR RECOMMENDED FLAP SETTING FOR LNDG EVEN THOUGH IT WAS OBVIOUS DUE TO NUMEROUS CELLS CLOSE TO THE FIELD THAT WINDSHEAR WAS A DEFINITE THREAT, ALTHOUGH NONE WAS MENTIONED ON ATIS. WE WERE GIVEN VECTORS TO THE FINAL APCH LNDG TO THE N (VISUAL APCH). WE WERE IN THE CLR AND OBVIOUSLY AT LEAST 1000' ABOVE THE GND, SO CAPT DISARMED THE GPWS. I REACHED TWR AND HE GAVE A VERY GARBLED WIND DIRECTION WHICH SOUNDED LIKE 160/14. I ASKED FOR ANOTHER WIND CHK, WITH NO RESPONSE. I THEN ASKED AGAIN AND FINALLY ASKED A THIRD TIME, AND NOW WE RECEIVED WINDSHEAR ALERTS WITH AN OBVIOUS TAILWIND OF UP TO 20 KTS. CAPT NOW WAS TOO HIGH ON THE G/S AND 20-30 KTS FASTER THAN TARGET WITH MINIMUM FLAPS (25 DEGS) FOR LNDG. HE TOUCHED DOWN 1/3-1/2 WAY DOWN THE RWY. AIRPLANE CLRED RWY AFTER LNDG AND I INFORMED GND CTL OF A DANGEROUS SITUATION TAKING PLACE, BY SURGING A 20 KT TAILWIND ON AIRPLANES PLANNING TO LAND WITH ATIS RPTED WINDS.
