Narrative:

On feb/sun/93 at approximately XA15 am, I was acting PIC of flight X, a non revenue repos flight from sea to bli. Upon arrival at bli, we were given vectors for an ILS runway 16 and to expect a possible circle to runway 34. The aircraft had previously made 2 attempts at circling to land on runway 34 which resulted in 2 missed approachs and the diversion to seattle for fuel. Braking action, at the time of my approach, was reported as fair, winds were reported as 040 at 10 KTS within approximately 2 mi from the runway, and visibility to the south and west appeared marginal for a circle to runway 34. With the runway clearly in view from this point, I chose to continue and land runway 16. The approach was at target speed, on GS and the touchdown was at vref minus 10 as called out by the acting first officer. Ground idle was selected immediately and lift spoilers were deployed. Braking action at this point appeared normal. Approximately midfield the braking action deteriorated to poor to virtually nil. At this point, I attempted to maneuver the aircraft on the runway to areas that appeared dry and clear. Upon reaching the end of the runway, every effort was made to stop the aircraft prior to exiting at the taxiway. However, turning off at the last taxiway, the aircraft again began to slide resulting in the right main dropping off the taxiway. The aircraft was secured and assistance was requested. I feel the major factor contributing to this incident was fatigue. This was an augmented trip scheduled for almost 12 hours flight time and just under 16 hours of duty. Other contributing factors: the entire crew's desire to return home, dispatch's desire to have the aircraft in position, and a lack of accurate information concerning the actual surface conditions of the runway and txwys. There was no damage to the aircraft as a result of this incident. Supplemental information from acn 234561: as last turnoff taxiway approached, captain elected to turn off active runway at a higher than normal speed, resulting in aircraft sliding off taxiway. Recommendations and corrective actions to prevent a recurrence: 1) land with headwind component, especially with reported runway ice, or snow conditions. 2) divert to an alternate airport. 3) utilize entire runway. 4) brake sooner. 5) better speed control on touchdown. 6) better braking information from tower.

Title: AN ACR MLG SLID INTO THE MUD WHILE ATTEMPTING TO TURN OFF OF AN ICY RWY ONTO AN ICY TXWY. THERE HAD BEEN A TAILWIND ON LNDG.

Narrative: ON FEB/SUN/93 AT APPROX XA15 AM, I WAS ACTING PIC OF FLT X, A NON REVENUE REPOS FLT FROM SEA TO BLI. UPON ARR AT BLI, WE WERE GIVEN VECTORS FOR AN ILS RWY 16 AND TO EXPECT A POSSIBLE CIRCLE TO RWY 34. THE ACFT HAD PREVIOUSLY MADE 2 ATTEMPTS AT CIRCLING TO LAND ON RWY 34 WHICH RESULTED IN 2 MISSED APCHS AND THE DIVERSION TO SEATTLE FOR FUEL. BRAKING ACTION, AT THE TIME OF MY APCH, WAS RPTED AS FAIR, WINDS WERE RPTED AS 040 AT 10 KTS WITHIN APPROX 2 MI FROM THE RWY, AND VISIBILITY TO THE S AND W APPEARED MARGINAL FOR A CIRCLE TO RWY 34. WITH THE RWY CLRLY IN VIEW FROM THIS POINT, I CHOSE TO CONTINUE AND LAND RWY 16. THE APCH WAS AT TARGET SPD, ON GS AND THE TOUCHDOWN WAS AT VREF MINUS 10 AS CALLED OUT BY THE ACTING FO. GND IDLE WAS SELECTED IMMEDIATELY AND LIFT SPOILERS WERE DEPLOYED. BRAKING ACTION AT THIS POINT APPEARED NORMAL. APPROX MIDFIELD THE BRAKING ACTION DETERIORATED TO POOR TO VIRTUALLY NIL. AT THIS POINT, I ATTEMPTED TO MANEUVER THE ACFT ON THE RWY TO AREAS THAT APPEARED DRY AND CLR. UPON REACHING THE END OF THE RWY, EVERY EFFORT WAS MADE TO STOP THE ACFT PRIOR TO EXITING AT THE TXWY. HOWEVER, TURNING OFF AT THE LAST TXWY, THE ACFT AGAIN BEGAN TO SLIDE RESULTING IN THE R MAIN DROPPING OFF THE TXWY. THE ACFT WAS SECURED AND ASSISTANCE WAS REQUESTED. I FEEL THE MAJOR FACTOR CONTRIBUTING TO THIS INCIDENT WAS FATIGUE. THIS WAS AN AUGMENTED TRIP SCHEDULED FOR ALMOST 12 HRS FLT TIME AND JUST UNDER 16 HRS OF DUTY. OTHER CONTRIBUTING FACTORS: THE ENTIRE CREW'S DESIRE TO RETURN HOME, DISPATCH'S DESIRE TO HAVE THE ACFT IN POS, AND A LACK OF ACCURATE INFO CONCERNING THE ACTUAL SURFACE CONDITIONS OF THE RWY AND TXWYS. THERE WAS NO DAMAGE TO THE ACFT AS A RESULT OF THIS INCIDENT. SUPPLEMENTAL INFO FROM ACN 234561: AS LAST TURNOFF TXWY APCHED, CAPT ELECTED TO TURN OFF ACTIVE RWY AT A HIGHER THAN NORMAL SPD, RESULTING IN ACFT SLIDING OFF TXWY. RECOMMENDATIONS AND CORRECTIVE ACTIONS TO PREVENT A RECURRENCE: 1) LAND WITH HEADWIND COMPONENT, ESPECIALLY WITH RPTED RWY ICE, OR SNOW CONDITIONS. 2) DIVERT TO AN ALTERNATE ARPT. 3) UTILIZE ENTIRE RWY. 4) BRAKE SOONER. 5) BETTER SPD CTL ON TOUCHDOWN. 6) BETTER BRAKING INFO FROM TWR.
