Narrative:

Departed lax 24L clearance maintain 250 degree heading, 2000', loop 5 dag transition leveling at 2000', received clearance to climb to 13000'. Continued climb leaving 4500', controller said level at 4000'. Informed him negative as now leaving 4500-5000'. Controller reduced to 210 KTS. Then wanted to know if medium large transport in sight having departed runway 25. Replied affirmative. We had leveled at 5500' asked what he wanted on altitude. Said continue climb turn left to lax VOR maintain visual separation, maintain 250 KTS. This guy was way behind the situation and in my opinion not in control. Tops of overcast 2000'. Callback conversation with reporter revealed the following information: there was no conflict, the medium large transport was about 2 mi away. The reporter feels that the controller was very late in formulating a plan to turn the aircraft off the south runway to the north and turn the aircraft off the north runway to the south. The reporter is simply concerned with what he perceives as seriously overworked controllers in the lax TRACON.

WE HAD LEVELED AT 5500' ASKED WHAT HE WANTED ON ALT. SAID CONTINUE CLIMB TURN LEFT TO LAX VOR MAINTAIN VISUAL SEPARATION, MAINTAIN 250 KTS. THIS GUY WAS WAY BEHIND THE SITUATION AND IN MY OPINION NOT IN CONTROL. TOPS OF OVERCAST 2000'. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING INFORMATION: THERE WAS NO CONFLICT, THE MLG WAS ABOUT 2 MI AWAY. THE RPTR FEELS THAT THE CTLR WAS VERY LATE IN FORMULATING A PLAN TO TURN THE ACFT OFF THE SOUTH RWY TO THE NORTH AND TURN THE ACFT OFF THE NORTH RWY TO THE SOUTH. THE RPTR IS SIMPLY CONCERNED WITH WHAT HE PERCEIVES AS SERIOUSLY OVERWORKED CTLRS IN THE LAX TRACON.
