Narrative:

On approach the landing gear handle was selected down. We received a red gear disagree warning with the nose gear (green) down and main landing gear (white) stuck in the up position. We did a go around and declared an emergency with ATC. The quick reference handbook (QRH) procedures were performed. The landing gear finally came down with the manual gear extension pulled. We landed on runway 11 with emergency equipment waiting in case of gear collapse. There were no further events. The mechanical landing gear uplocks did not release on command.

Title: A CRJ200 main landing gear uplocks failed to release the gear when the handle was place in the extend position. An emergency was declared; a go around executed and the landing gear lowered using the a Manual Gear Extension QRH checklist.
