Narrative:

We were on a visual approach at ZZZ. As flaps were extended to 2 degrees; the trailing edge flap brakes engaged; and the trailing edge flaps were locked in position. We discontinued the approach and advised ATC. All appropriate checklists were accomplished. Dispatch advised. Briefed flight attendants to expect a normal landing; but to conduct a cabin advisory. Declared emergency; and requested longest runway. Accomplished partial flaps landing without incident. After visual inspection by crash fire rescue equipment crews; taxied to gate.
