Narrative:

At approximately 7 DME on ZZZ runway 27 localizer; during landing checklist 'gear down' callout; pilot not flying noticed gear down lever had limited movement and gear indication showed left gear down/green and nose gear/amber; right main gear/amber. Crew recycled gear up and reattempted; with same results. Contacted tower for go-around and instructions. Tower gave turn/heading and altitude. Crew complied. Tower queried nature of problem and crew responded with 'gear malfunction.' crew asked for diversion to ZZZ1 and time enroute to run checklist. Crew swapped flight position responsibilities. Captain now pilot flying. First officer now pilot not flying. Enroute to ZZZ1; pilot not flying; now first officer; had same results with first attempt. On second attempt; gear indicated '3 green down;' however; gear handle was positioned in between the 'up' and (halfway between) the 'normal down' position. Gear handle was not in a locked position; nor at any time during the attempts would it move past the center position that the aircraft ended up landing with. Left for maintenance verification. Crew briefed; and performed the emergency gear extension checklist; and planned for and coordinated a tower fly-by at ZZZ1 for visual inspection by tower personnel. A visual confirmation was received by the crew from the tower and the remainder of the before landing checklist was accomplished; crew rebriefed landing configuration with flight attendant and an emergency evacuation route was established (if needed). Emergency ground equipment was notified and standing by; crew advised tower that the aircraft would remain stopped and engines cut off after 'pinning gear on runway 29.' landing was uneventful. Aircraft brought to a full stop. Gear pinned; after landing and shutdown checklist run. Aircraft towed to FBO ramp by tug. Maintenance later provided follow-up that a nut/bolt from windshield rework was found to be located in center console obstructing gear handle.

Title: A CL-60's landing gear handle would not go to the full down position before landing so the EMERGENCY GEAR EXTENSION checklist was used prior to an emergency landing. A bolt and nut from a previous windshield change were found to be obstructing the handle.
