Narrative:

Prior to takeoff from ric, tower cleared us to climb to 2000' MSL, level at 2000' MSL after takeoff. Departure control notified us of traffic (a light aircraft) at 11 O'clock position from us at 3000' MSL. I told departure control that I saw the aircraft and confirmed with the first officer that he saw it too. Departure control then cleared us to climb to 9000' MSL, reference the traffic. First officer started to climb, but inadvertently lost sight of traffic. We made a precautionary maneuver to avoid what looked like would be a conflict. Estimate passed about 500' from the traffic. I should have instructed the first officer to stay at 2000' MSL until well clear. He should have told me what he planned to do. Departure control should have waited to clear us to climb until we were well clear. Note: difficult to judge traffic's exact direction of flight. Supplemental information from acn 85839: I started to climb and lost sight of small aircraft in sun. I took evasive action (pushed down nose, turned left).

Title: CLOSE PROX ACR-MLG GA-SMA IN RIC ARSA.

Narrative: PRIOR TO TKOF FROM RIC, TWR CLRED US TO CLB TO 2000' MSL, LEVEL AT 2000' MSL AFTER TKOF. DEP CTL NOTIFIED US OF TFC (A LIGHT ACFT) AT 11 O'CLOCK POS FROM US AT 3000' MSL. I TOLD DEP CTL THAT I SAW THE ACFT AND CONFIRMED WITH THE F/O THAT HE SAW IT TOO. DEP CTL THEN CLRED US TO CLB TO 9000' MSL, REF THE TFC. F/O STARTED TO CLB, BUT INADVERTENTLY LOST SIGHT OF TFC. WE MADE A PRECAUTIONARY MANEUVER TO AVOID WHAT LOOKED LIKE WOULD BE A CONFLICT. ESTIMATE PASSED ABOUT 500' FROM THE TFC. I SHOULD HAVE INSTRUCTED THE F/O TO STAY AT 2000' MSL UNTIL WELL CLR. HE SHOULD HAVE TOLD ME WHAT HE PLANNED TO DO. DEP CTL SHOULD HAVE WAITED TO CLR US TO CLB UNTIL WE WERE WELL CLR. NOTE: DIFFICULT TO JUDGE TFC'S EXACT DIRECTION OF FLT. SUPPLEMENTAL INFO FROM ACN 85839: I STARTED TO CLB AND LOST SIGHT OF SMA IN SUN. I TOOK EVASIVE ACTION (PUSHED DOWN NOSE, TURNED LEFT).
