Narrative:

IFR flight plan elp to phx were just by elloy intersection on the totec 5 arrival at 11000' and were told by phx approach to turn left heading 300 degree, descend to 7000'. As we rolled out of our left turn on heading 300 and descended through 9700' for 7000', we recognized a light blue single engine small aircraft head on, at approximately the same altitude. No traffic information concerning this airplane had been given to us by the controller. We immediately took evasive action by descending and turning right to heading 330 degree. The light airplane passed to the left of us. Right away we asked the controller if he had seen the airplane that just passed us on his radar screen and he said 'no'. We then completed our flight with a normal landing at phx sky harbor airport.

Narrative: IFR FLT PLAN ELP TO PHX WERE JUST BY ELLOY INTXN ON THE TOTEC 5 ARR AT 11000' AND WERE TOLD BY PHX APCH TO TURN L HDG 300 DEG, DSND TO 7000'. AS WE ROLLED OUT OF OUR L TURN ON HDG 300 AND DESCENDED THROUGH 9700' FOR 7000', WE RECOGNIZED A LIGHT BLUE SINGLE ENG SMA HEAD ON, AT APPROX THE SAME ALT. NO TFC INFO CONCERNING THIS AIRPLANE HAD BEEN GIVEN TO US BY THE CTLR. WE IMMEDIATELY TOOK EVASIVE ACTION BY DSNDING AND TURNING RIGHT TO HDG 330 DEG. THE LIGHT AIRPLANE PASSED TO THE LEFT OF US. RIGHT AWAY WE ASKED THE CTLR IF HE HAD SEEN THE AIRPLANE THAT JUST PASSED US ON HIS RADAR SCREEN AND HE SAID 'NO'. WE THEN COMPLETED OUR FLT WITH A NORMAL LNDG AT PHX SKY HARBOR ARPT.
