Narrative:

While flying touch-and-goes at cgz runway 5; I was on short final at about 200 ft AGL and .3 miles from end of runway when a t-tail diamond plane flew under me and landed causing me to perform a go-around. I never saw the aircraft and the pilot never said a word about being on final. As he departed the runway; I heard chatter in a foreign accent so strong I could not understand a word he said. I assume he said clear of active. Contributing factors: many flight schools using VOR and ILS into cgz. Many foreign students with limited english. Corrective action: flight school should make sure foreign students can speak well enough to be understood. I will try to be more vigilant in looking for aircraft shooting the ILS runway 5 from standfield VOR.
