Narrative:
The problem was the aircraft was not issued the PAR 'blue routing' into cyyz. I overlooked it because so many aircraft have blue routing into cyyz and don't need it. I was also moderately busy.

Title: ZOB controller described deviation event when he/she failed to issued agreed upon routing for aircraft enroute to CYYZ; listing traffic volume as contributing factor.
Narrative: The problem was the aircraft was not issued the PAR 'Blue Routing' into CYYZ. I overlooked it because so many aircraft have blue routing into CYYZ and don't need it. I was also moderately busy.
