Narrative:

Air carrier X (tup./.mem) was proposed to depart at XA00Z. Tup ATCT called at XA01Z for release on this aircraft to mem. Systems operations personnel monitoring traffic management analysis (tma) were called to schedule release. Aircraft X was released at XA45Z; indicating that there were significant delays inbound to mem. Aircraft X departed tup at XA45Z and immediately showed a +9 minute airborne delay to mem. Due to physical distance and flying time to mem; this aircraft was not able to lose 9 minutes of flying time without being issued 2 360-degree turns. Tma should have scheduled the departure on this aircraft later than XA45Z in order for aircraft to take delay on the ground saving the customer fuel. In order to manipulate the tma; systems operations personnel suspended the aircraft from having to comply with metering times corrupting the system as a whole.
