Narrative:
Metering was initiated and air carrier X appeared in metering list with a +7 time; meaning that it was necessary to incur a 7 minute airborne delay. Air carrier Y indicated a +1. According to the traffic management analysis (tma) metering list; air carrier Y was sequenced in front of air carrier X. Air carrier X was 30 miles in front of air carrier Y. After manually swapping aircraft in sequence list; air carrier X appeared with a +5 minute delay while air carrier Y indicated no delay.
