Narrative:

After selecting flaps 2 degrees on the approach into ZZZ; we received a master caution and flight control flaps locked ECAM. After a very brief discussion; we agreed that it would be safer to take the airplane to ZZZ1 since ZZZ1 had longer runways. Enroute to ZZZ1; we declared an emergency; ran appropriate checklists; informed the flight attendants and passengers of our situation. We also informed dispatch of our emergency and let them know that we were diverting to ZZZ1. In ZZZ1 we executed a flap 1 ILS approach to runway 8 (longer runway) since ZZZ1 was IFR. We touched down firmly making sure not to strike the tail. We were able to taxi off the runway where emergency equipment checked over the airplane insuring us that the gear was ok and brakes did not indicate overheat.
