Narrative:

I taxied small transport X from wallace factory to hold short of runway 19L. I had another small transport Y taxi out from phh for runway 19L. I coordinated with local control to taxi small transport X across the runway. Local control could not approve the crossing, so I decided to expedite my ground traffic by diverting small transport west to a different intersection and taking small transport Y at phh to the end of runway 19L. When I called small transport Y at phh I used the numbers of small transport X at the wallace intersection and told him to taxi to the end of runway 19L. Small transport X xed the runway while small aircraft Z started his takeoff roll. When I noticed that small transport Y phh was not moving, my scanning caught small transport X crossing at the intersection. I immediately realized my mistake and since small transport X was halfway across the runway and small aircraft Z was nearly 4000' down the runway, I elected to let small transport X continue across and told the local controller to let small aircraft Z take off, since small transport X would be clear before small aircraft Z became a factor. No evasive action was taken by the pilots, no other action by me was required, except to notify my supervisor of what took place. I believe my scanning helped prevent a more serious outcome, but I must endeavor to be more positive in transmitting instructions to be assured that this won't happen again.

Title: SMT CROSSED RWY WHILE SMA WAS ON TKOF ROLL.

Narrative: I TAXIED SMT X FROM WALLACE FACTORY TO HOLD SHORT OF RWY 19L. I HAD ANOTHER SMT Y TAXI OUT FROM PHH FOR RWY 19L. I COORDINATED WITH LCL CTL TO TAXI SMT X ACROSS THE RWY. LCL CTL COULD NOT APPROVE THE XING, SO I DECIDED TO EXPEDITE MY GND TFC BY DIVERTING SMT W TO A DIFFERENT INTXN AND TAKING SMT Y AT PHH TO THE END OF RWY 19L. WHEN I CALLED SMT Y AT PHH I USED THE NUMBERS OF SMT X AT THE WALLACE INTXN AND TOLD HIM TO TAXI TO THE END OF RWY 19L. SMT X XED THE RWY WHILE SMA Z STARTED HIS TKOF ROLL. WHEN I NOTICED THAT SMT Y PHH WAS NOT MOVING, MY SCANNING CAUGHT SMT X XING AT THE INTXN. I IMMEDIATELY REALIZED MY MISTAKE AND SINCE SMT X WAS HALFWAY ACROSS THE RWY AND SMA Z WAS NEARLY 4000' DOWN THE RWY, I ELECTED TO LET SMT X CONTINUE ACROSS AND TOLD THE LCL CTLR TO LET SMA Z TAKE OFF, SINCE SMT X WOULD BE CLR BEFORE SMA Z BECAME A FACTOR. NO EVASIVE ACTION WAS TAKEN BY THE PLTS, NO OTHER ACTION BY ME WAS REQUIRED, EXCEPT TO NOTIFY MY SUPVR OF WHAT TOOK PLACE. I BELIEVE MY SCANNING HELPED PREVENT A MORE SERIOUS OUTCOME, BUT I MUST ENDEAVOR TO BE MORE POSITIVE IN XMITTING INSTRUCTIONS TO BE ASSURED THAT THIS WON'T HAPPEN AGAIN.
