Narrative:

Small aircraft X turned off runway 30L at taxiway G and was instructed to hold short of runway 30R. After a confused coordination between local control-1 and local control-2 controllers, I told small aircraft X to cross runway 30R and in the same transmission said 'correction, hold short of runway 30R.' small aircraft X then asked 'do you want me to cross' and then I responded with 'just forget it, hold short of 30R'. Small aircraft X stopped short of the hold lines and 3 controllers and a supervisor observed the aircraft stop. After clearing an medium large transport for takeoff, I turned around and small aircraft X was across runway 30R. This situation could have been prevented if I had been more concise and got an acknowledgement from small aircraft X. The pilot called the tower afterwards and explained to the supervisor, that his passenger saw an aircraft departing runway 30R but the pilot told his passenger that 'I think that's the way they do it here, because they're so busy'.

Title: SMA CROSSED RWY WHILE AN MLG WAS DEPARTING.

Narrative: SMA X TURNED OFF RWY 30L AT TXWY G AND WAS INSTRUCTED TO HOLD SHORT OF RWY 30R. AFTER A CONFUSED COORD BETWEEN LC-1 AND LC-2 CTLRS, I TOLD SMA X TO CROSS RWY 30R AND IN THE SAME XMISSION SAID 'CORRECTION, HOLD SHORT OF RWY 30R.' SMA X THEN ASKED 'DO YOU WANT ME TO CROSS' AND THEN I RESPONDED WITH 'JUST FORGET IT, HOLD SHORT OF 30R'. SMA X STOPPED SHORT OF THE HOLD LINES AND 3 CTLRS AND A SUPVR OBSERVED THE ACFT STOP. AFTER CLEARING AN MLG FOR TKOF, I TURNED AROUND AND SMA X WAS ACROSS RWY 30R. THIS SITUATION COULD HAVE BEEN PREVENTED IF I HAD BEEN MORE CONCISE AND GOT AN ACKNOWLEDGEMENT FROM SMA X. THE PLT CALLED THE TWR AFTERWARDS AND EXPLAINED TO THE SUPVR, THAT HIS PAX SAW AN ACFT DEPARTING RWY 30R BUT THE PLT TOLD HIS PAX THAT 'I THINK THAT'S THE WAY THEY DO IT HERE, BECAUSE THEY'RE SO BUSY'.
