Narrative:

At approximately XX56Z small transport requested taxi instructions to an area for engine runup work. After issuing progressive taxi instructions which included 'hold short of runway 2R', and after the operator acknowledged the instructions, crossed the runway anyway. At the same time, another aircraft was landing on runway 2R south of the small transport.

Title: SMT CROSSED AN ACTIVE RWY WITHOUT AUTHORIZATION IN FRONT OF A LNDG ACFT.

Narrative: AT APPROX XX56Z SMT REQUESTED TAXI INSTRUCTIONS TO AN AREA FOR ENGINE RUNUP WORK. AFTER ISSUING PROGRESSIVE TAXI INSTRUCTIONS WHICH INCLUDED 'HOLD SHORT OF RWY 2R', AND AFTER THE OPERATOR ACKNOWLEDGED THE INSTRUCTIONS, CROSSED THE RWY ANYWAY.
