Narrative:

On jan/wed/07; on aircraft X I was assigned to the elevator tab duties. A problem was found with the r-hand elevator tab hinge bushings at all position (1-4). The problem was corrected at all position. After correcting the discrepancy; a free-play check was performed and passed. The problem was brought to my attention that an engineering authority/authorized was not complied with. Witness putty was applied to the bolt heads as well as a system inspection. This engineering authority/authorized was not issued to aircraft X and needs to be complied with. The reason this problem happened is the paperwork is very complicated and difficult to understand.

AFTER CORRECTING THE DISCREPANCY; A FREE-PLAY CHK WAS PERFORMED AND PASSED. THE PROB WAS BROUGHT TO MY ATTN THAT AN ENGINEERING AUTH WAS NOT COMPLIED WITH. WITNESS PUTTY WAS APPLIED TO THE BOLT HEADS AS WELL AS A SYS INSPECTION. THIS ENGINEERING AUTH WAS NOT ISSUED TO ACFT X AND NEEDS TO BE COMPLIED WITH. THE REASON THIS PROB HAPPENED IS THE PAPERWORK IS VERY COMPLICATED AND DIFFICULT TO UNDERSTAND.
