Narrative:

We arrived in ZZZ to find 2 flat nose gear tires. Aircraft written up and grounded until fixed. We were told that 2 tires were coming in on an XD30 flight. They did not. We were told that 2 tires were coming in on an XG30 flight. They did not. We were told that 2 tires were coming in on an XI00 flight. However just before this; I was told by crew tracking that they were now showing us duty out at XA30; so that we would be legal to continue to situation and have an early show. I told them that this was not the case; as my first officer and I were at the aircraft all day; being told to wait until the tires arrived. We had indeed been on duty all day and that was factual. The crew tracker said that this 8 hour 'rest' period was now in the computer and that there was nothing he could do about it. I called the regional chief pilot and told him what had transpired and he agreed that this abuse of duty time/rest period; was not legal. During a 3-WAY call between myself; the lead crew tracker and the rcp; my first officer and I were duty out at XJ45 with almost 13 hours duty time and sent to a hotel. This practice of 'cooking the books' at air carrier X is rampant. This aspect; coupled with brand new capts leads to an intimidation factor that ultimately leads to stress and fatigue; not to mention illegality. This practice by air carrier X of making crew times 'look right' is abusive; immoral; unethical and illegal. It must stop or an accident is likely to occur. The evidence is there in crew tracking computers.

Title: CAPT OF A CARJ RPTS BEING KEPT ON DUTY ALL DAY WAITING FOR ACFT PARTS TO ARRIVE. AFTER MANY HRS THE COMPANY CREW SCHEDULER ATTEMPTED TO USE THE WAITING TIME AS REST TIME FOR CREW LEGALITY PURPOSES.

HOWEVER JUST BEFORE THIS; I WAS TOLD BY CREW TRACKING THAT THEY WERE NOW SHOWING US DUTY OUT AT XA30; SO THAT WE WOULD BE LEGAL TO CONTINUE TO SIT AND HAVE AN EARLY SHOW. I TOLD THEM THAT THIS WAS NOT THE CASE; AS MY FO AND I WERE AT THE ACFT ALL DAY; BEING TOLD TO WAIT UNTIL THE TIRES ARRIVED. WE HAD INDEED BEEN ON DUTY ALL DAY AND THAT WAS FACTUAL. THE CREW TRACKER SAID THAT THIS 8 HR 'REST' PERIOD WAS NOW IN THE COMPUTER AND THAT THERE WAS NOTHING HE COULD DO ABOUT IT. I CALLED THE REGIONAL CHIEF PLT AND TOLD HIM WHAT HAD TRANSPIRED AND HE AGREED THAT THIS ABUSE OF DUTY TIME/REST PERIOD; WAS NOT LEGAL. DURING A 3-WAY CALL BTWN MYSELF; THE LEAD CREW TRACKER AND THE RCP; MY FO AND I WERE DUTY OUT AT XJ45 WITH ALMOST 13 HRS DUTY TIME AND SENT TO A HOTEL. THIS PRACTICE OF 'COOKING THE BOOKS' AT ACR X IS RAMPANT. THIS ASPECT; COUPLED WITH BRAND NEW CAPTS LEADS TO AN INTIMIDATION FACTOR THAT ULTIMATELY LEADS TO STRESS AND FATIGUE; NOT TO MENTION ILLEGALITY. THIS PRACTICE BY ACR X OF MAKING CREW TIMES 'LOOK RIGHT' IS ABUSIVE; IMMORAL; UNETHICAL AND ILLEGAL. IT MUST STOP OR AN ACCIDENT IS LIKELY TO OCCUR. THE EVIDENCE IS THERE IN CREW TRACKING COMPUTERS.
