Narrative:

I improperly released aircraft to an ETOPS flight (over 120 mins) with the right engine strut overheat detector loop inoperative. It was on placard MEL 26-15. The aircraft should not have been released for this flight. I reviewed MEL 26-15 and gpm sections 22 and 5. I failed to see the ETOPS notice on the log report write-up. I was the only person available to release 7 aircraft to ETOPS operation; as well as performing lead technician duties. I missed it in the process of performing my normal duties.

Title: A B757-200 WAS DISPATCHED ON AN OVERWATER ETOPS FLT WITH THE R ENG STRUT OVERHEAT DETECTOR LOOP INOP IN CONFLICT WITH THE MEL.

Narrative: I IMPROPERLY RELEASED ACFT TO AN ETOPS FLT (OVER 120 MINS) WITH THE R ENG STRUT OVERHEAT DETECTOR LOOP INOP. IT WAS ON PLACARD MEL 26-15. I WAS THE ONLY PERSON AVAILABLE TO RELEASE 7 ACFT TO ETOPS OP; AS WELL AS PERFORMING LEAD TECHNICIAN DUTIES. I MISSED IT IN THE PROCESS OF PERFORMING MY NORMAL DUTIES.
