Sent flight dispatch release with #3 fuel quantity indicator inoperative -- MEL item. Flight was extended overwater operation. Operation was predicated upon ability to dump fuel at equal time point for 2 engine inoperative drift-down planning. MEL item prohibits dispatch if predicated upon ability to dump. Flight operated without incident. Dispatcher overlooked MEL restr. 32 yrs air carrier experience, 10 yrs overwater dispatch experience. Was distracted by other duties due bad WX.
