Narrative:

On may/sat/03, at XA00 CST I received a call from ZZZ2 that aircraft X ground crew call horn was inoperative. After reviewing the MEL, I came across MEL 34-28-2. While I realized MEL 34-28 couldn't be used on next generation aircraft, and it clearly marked in the air carrier X MEL book, under MEL 34-28-2, there is no indication that this is a classic generation, ie, 737-300-500, aircraft only MEL. I issued the MEL and gave it no further thought till the next day when it was brought to my attention that this MEL is not currently listed in the air carrier Y MEL booklet. At this time I realized 2 mistakes on my part. First, I incorrectly deferred an item using the air carrier X MEL booklet. Second, it became apparent to me that this MEL is currently not allowed to be used on next generation aircraft. I was informed that the horn has since been replaced and the MEL item was removed from the aircraft log. After reviewing the next generation wiring diagram and current air carrier X MEL booklet, I have submitted a request to my manager of getting a revision to the MEL to allow the horn deferral for further reference using MEL 34-28-2. The MEL mistake is mine. I issued the placard to maintenance and control number. In the future I will remember to always use the correct gmm (general maintenance manual) MEL booklet and be more diligent in reviewing the correct MEL reference.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE GND CREW CALL HORN DEFERRED INOPERATIVE USING A DOMESTIC MEL. ACFT DISPATCHED OVERWATER.

Narrative: ON MAY/SAT/03, AT XA00 CST I RECEIVED A CALL FROM ZZZ2 THAT ACFT X GND CREW CALL HORN WAS INOP. AFTER REVIEWING THE MEL, I CAME ACROSS MEL 34-28-2. WHILE I REALIZED MEL 34-28 COULDN'T BE USED ON NEXT GENERATION ACFT, AND IT CLRLY MARKED IN THE ACR X MEL BOOK, UNDER MEL 34-28-2, THERE IS NO INDICATION THAT THIS IS A CLASSIC GENERATION, IE, 737-300-500, ACFT ONLY MEL. I ISSUED THE MEL AND GAVE IT NO FURTHER THOUGHT TILL THE NEXT DAY WHEN IT WAS BROUGHT TO MY ATTN THAT THIS MEL IS NOT CURRENTLY LISTED IN THE ACR Y MEL BOOKLET. AT THIS TIME I REALIZED 2 MISTAKES ON MY PART. FIRST, I INCORRECTLY DEFERRED AN ITEM USING THE ACR X MEL BOOKLET. SECOND, IT BECAME APPARENT TO ME THAT THIS MEL IS CURRENTLY NOT ALLOWED TO BE USED ON NEXT GENERATION ACFT. I WAS INFORMED THAT THE HORN HAS SINCE BEEN REPLACED AND THE MEL ITEM WAS REMOVED FROM THE ACFT LOG. AFTER REVIEWING THE NEXT GENERATION WIRING DIAGRAM AND CURRENT ACR X MEL BOOKLET, I HAVE SUBMITTED A REQUEST TO MY MGR OF GETTING A REVISION TO THE MEL TO ALLOW THE HORN DEFERRAL FOR FURTHER REF USING MEL 34-28-2. THE MEL MISTAKE IS MINE. I ISSUED THE PLACARD TO MAINT AND CTL NUMBER. IN THE FUTURE I WILL REMEMBER TO ALWAYS USE THE CORRECT GMM (GENERAL MAINT MANUAL) MEL BOOKLET AND BE MORE DILIGENT IN REVIEWING THE CORRECT MEL REF.
