Narrative:

IFR, bos direct ack filed 5000 ft. ATC stopped climb at 4000 ft heading 150 degrees. Jetstream was seen descending right to left approximately 060 degree heading descent stopped at 4000 ft. I called traffic right to left 10 seconds before jetstream called. ATC said jetstream was cleared to 5000 ft, jetstream said cleared to 4000 ft. Poor vector from control. Dangerous altitude assignment. Dangerous situational awareness of ATC. If in IMC no visual would have been available, very high possibility of midair collision. Control stopped my climb at an improper altitude for heading.

DANGEROUS SITUATIONAL AWARENESS OF ATC. IF IN IMC NO VISUAL WOULD HAVE BEEN AVAILABLE, VERY HIGH POSSIBILITY OF MIDAIR COLLISION. CTL STOPPED MY CLB AT AN IMPROPER ALT FOR HEADING.
