Narrative:

I was working a combined sector of north departure and north high; an overflt sector. I switched air carrier X to ZNY at 12000 ft and noticed air carrier Y still at 12000 ft and closing on air carrier X from behind. I issued a vector and a climb to 13000 ft to air carrier Y. At that time; I noticed air carrier X also climbing.
