Narrative:

I had a heavy jet join the localizer at 5;000 feet and based aircraft X behind it at 4;000 feet to keep him below the wake turbulence. I turned aircraft X to join the localizer for the parallel runway. Instead of waiting until aircraft X was established on the localizer I cleared the heavy aircraft for the approach. I should have waited just a little bit longer or kept aircraft X on a divergent heading. I also could have descended aircraft X sooner and then cleared the heavy.
