Narrative:
A310 was climbing out of cle sbound and stopped at 17000 ft. LJ35 was sbound descending to FL190. I needed to have LJ35 level at the boundary at 10000 ft; so I put on the 5 mi line and climbed A310 and descended LJ35. A310 increased speed so I turned both aircraft (A310 to the right; LJ35 to the left). What compounded the situation; was WX in ZOB's and ZID's airspace and flow rerte that made it impossible for another area to descend lck and cmh arrs early. The area was understaffed; and the area; along with area 4; should have had sectors open or a radar associate to help during thunderstorm.

Title: ZOB CTLR EXPERIENCED OPERROR WHILE CLBING AND DSNDING CONFLICTING ACFT.
Narrative: A310 WAS CLBING OUT OF CLE SBOUND AND STOPPED AT 17000 FT. LJ35 WAS SBOUND DSNDING TO FL190.
