Narrative:

The first aircraft that I worked on had life vest pouch installed. The engineering change order (#X) that I was working with said that if no pouch currently installed under the observer's seat; to install the new pouch under the observer's seat. I was unable to find any reference to where to mount the pouch. So I drilled 4 3/16 inch holes in the seat pan; and installed the pouch under the pan. Notified my supervisor. Unable to find the correct mounting position.

Title: AN MD80 HAD A LIFE VEST POUCH INSTALLED UNDER THE OBSERVER'S SEAT. DUE TO CONFUSING ENGINEERING INSTRUCTIONS; THE POUCH MAY HAVE BEEN INSTALLED INCORRECTLY.
