Aircraft #2 was level at FL290 nebound. Aircraft #1 departed oma swbound climbing to FL230. Aircraft #1 was issued FL310, its requested altitude. Coordination was performed for aircraft #1 climbing to FL280 with the ZKC 24 controller. The conflict happened when aircraft #1 climbed through FL283.
