Narrative:

Air carrier X inbound from south for runway 12L, air carrier Y inbound from northwest to runway 12R. Strong south winds for PA28 showing 60 KIAS. PA28 issued traffic, had visual and stated he would maintain visual. Air carrier X told of traffic and cleared to land. PA28 was north of CRJ2 on parallel course. PA28 started sharp right turn to go behind crj, but crj got a TCASII and went around, from 2 mi final. Problems: crj on north local frequency. PA28 on south local frequency. Couldn't hear each other. Air carrier X didn't trust PA28. PA28 is the assistant air traffic manager at ZZZ ATCT. He routinely gets priority from ZZZ tower and this time it caused an air carrier to go around.

HE ROUTINELY GETS PRIORITY FROM ZZZ TWR AND THIS TIME IT CAUSED AN ACR TO GO AROUND.
