Narrative:

We were cleared for a visual approach to runway 22 at peoria. We had been held up high, so we were squaring our base to lose altitude. We were asked to turn toward the airport, that we were #1. We saw the second aircraft on TCASII, 400 ft below us and to the right. We felt we could safely descend to the runway without getting too close to the other aircraft. We got a TA and elected to discontinue the approach. We made a climbing right turn to 2300 ft, planning on a 360 degree turn back to the runway. Apparently, the second aircraft executed a 360 degree turn to the right (we are unsure if this was at the controller's command, as we were very busy and TCASII was loud). When we got between 180-270 degrees around, we had second TCASII alert which was an RA to climb. We pitched up about 17 degrees to avoid the aircraft. We showed '-01' (100 ft below) on initial RA call and went to '00.' we never saw the aircraft. We, at one point, called him in sight on the initial TA. We lost sight of him and tower assumed we still saw him.

Title: A BD700 CREW ON A VISUAL APCH INTO PIA TAKE EVASIVE ACTION TO AVOID AN SMA ACFT ON THE FINAL APCH AREA.

Narrative: WE WERE CLRED FOR A VISUAL APCH TO RWY 22 AT PEORIA. WE HAD BEEN HELD UP HIGH, SO WE WERE SQUARING OUR BASE TO LOSE ALT. WE WERE ASKED TO TURN TOWARD THE ARPT, THAT WE WERE #1. WE SAW THE SECOND ACFT ON TCASII, 400 FT BELOW US AND TO THE R. WE FELT WE COULD SAFELY DSND TO THE RWY WITHOUT GETTING TOO CLOSE TO THE OTHER ACFT. WE GOT A TA AND ELECTED TO DISCONTINUE THE APCH. WE MADE A CLBING R TURN TO 2300 FT, PLANNING ON A 360 DEG TURN BACK TO THE RWY. APPARENTLY, THE SECOND ACFT EXECUTED A 360 DEG TURN TO THE R (WE ARE UNSURE IF THIS WAS AT THE CTLR'S COMMAND, AS WE WERE VERY BUSY AND TCASII WAS LOUD). WHEN WE GOT BTWN 180-270 DEGS AROUND, WE HAD SECOND TCASII ALERT WHICH WAS AN RA TO CLB. WE PITCHED UP ABOUT 17 DEGS TO AVOID THE ACFT. WE SHOWED '-01' (100 FT BELOW) ON INITIAL RA CALL AND WENT TO '00.' WE NEVER SAW THE ACFT. WE, AT ONE POINT, CALLED HIM IN SIGHT ON THE INITIAL TA. WE LOST SIGHT OF HIM AND TWR ASSUMED WE STILL SAW HIM.
