Narrative:

I departed clover field (lvj) at approximately XA30 VFR for a local flight. I called conroe FSS and received an automated briefing. At time of departure, other aircraft were operating in and out of clover, including the banner towing operation. I flew to galveston, then along the beach of freeport, and then landed for lunch at lbx, duration of flight 1 hour. Called conroe FSS prior to departure from lbx and received an automated briefing for my return to clover (lvj). Departed lbx for lvj at approximately XB45. The 2 airports are approximately 27 NM apart for a 15 min flight. I monitored 121.5 and approach 134.45 in route and heard nothing unusual. At 12 NM from clover, switched from 121.5 to clover ASOS 118.52. At 10 NM from clover, switched from approach 134.45 to unicom 123.0 and announced my position, intentions to land on runway 14R and continued to monitor clover unicom 123.0. At 5 NM from clover, I again announced my position and intentions to land on runway 14R and continued to monitor unicom 123.0. Entered clover pattern at midfield downwind leg for runway 14R at approximately XC00. Just before turning base, an F16 jet passed on my left side, perhaps 50 yards off my left wing, at the same altitude. Callback conversation with reporter revealed the following information: at the time of first contact, the reporter was still as perplexed and unsure about this incident. He stated he had no idea whether the close pass was a purposeful attempt or an anomaly. He operates from a grass strip on which he has an isolated hangar and generally has no interface with any agency at the airport that might post such time critical items as tfr's. Further, he took off for his day's pleasure flight before the tfr went into effect and there were lots of operations going on. At the time of his return he was the only aircraft in the air. No follow up contact by any agency was made with the reporter. As a result of analyst's conversation advising reporter of the existence of a NOTAM and the lack of mention of it by the automated briefing from the FSS, he stated that he will always ask specifically of a human briefer whether any tfr's are in effect for his intended route of flight.

JUST BEFORE TURNING BASE, AN F16 JET PASSED ON MY L SIDE, PERHAPS 50 YARDS OFF MY L WING, AT THE SAME ALT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: AT THE TIME OF FIRST CONTACT, THE RPTR WAS STILL AS PERPLEXED AND UNSURE ABOUT THIS INCIDENT. HE STATED HE HAD NO IDEA WHETHER THE CLOSE PASS WAS A PURPOSEFUL ATTEMPT OR AN ANOMALY. HE OPERATES FROM A GRASS STRIP ON WHICH HE HAS AN ISOLATED HANGAR AND GENERALLY HAS NO INTERFACE WITH ANY AGENCY AT THE ARPT THAT MIGHT POST SUCH TIME CRITICAL ITEMS AS TFR'S. FURTHER, HE TOOK OFF FOR HIS DAY'S PLEASURE FLT BEFORE THE TFR WENT INTO EFFECT AND THERE WERE LOTS OF OPS GOING ON. AT THE TIME OF HIS RETURN HE WAS THE ONLY ACFT IN THE AIR. NO FOLLOW UP CONTACT BY ANY AGENCY WAS MADE WITH THE RPTR. AS A RESULT OF ANALYST'S CONVERSATION ADVISING RPTR OF THE EXISTENCE OF A NOTAM AND THE LACK OF MENTION OF IT BY THE AUTOMATED BRIEFING FROM THE FSS, HE STATED THAT HE WILL ALWAYS ASK SPECIFICALLY OF A HUMAN BRIEFER WHETHER ANY TFR'S ARE IN EFFECT FOR HIS INTENDED RTE OF FLT.
