Narrative:

Aircraft X arrived with discrepancy 'flaps difficult to retract from 5 degrees to 1 degree and 1 degree to up after takeoff. Had to attempt several times.' I checked operation and found spring handle was worn and needing lube. I replaced handle and lubed. No further trouble was reported. I inadvertently missed the required inspection item requirement for PIREPS of stiff controls. The repair was not deemed a required inspection item. I informed my supervisor and manager, and next day follow-up action was checked by quality control and found ok. No problems occurred.
