Narrative:

During a period of high call volume, I picked up a rollover call from the maintenance coordination desk. The 'mechanic' asked for an airworthiness authority/authorized due to an electrical discharge en route from ZZZ1 to ZZZ2. I asked if he had completed the inspection. He said he had done a walkaround and found no damage. I assumed, since he was asking for a release authority/authorized that he had been working under the direction of the maintenance controller, but later learned that this was the first call to maintenance control and that I had been talking to the captain although he never idented himself as a pilot.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITHOUT THE REQUIRED MAINT MANUAL STATIC DISCHARGE INSPECTION ACCOMPLISHED.

Narrative: DURING A PERIOD OF HIGH CALL VOLUME, I PICKED UP A ROLLOVER CALL FROM THE MAINT COORD DESK. I ASSUMED, SINCE HE WAS ASKING FOR A RELEASE AUTH THAT HE HAD BEEN WORKING UNDER THE DIRECTION OF THE MAINT CTLR, BUT LATER LEARNED THAT THIS WAS THE FIRST CALL TO MAINT CTL AND THAT I HAD BEEN TALKING TO THE CAPT ALTHOUGH HE NEVER IDENTED HIMSELF AS A PLT.
