Cleared for ILS runway 21 sbm, airport in sight, canceled IFR with ZAU. Broadcast inbound ILS runway 21 on CTAF. Reported 5 mi final runway 21 on CTAF. Reported 2 mi final runway 21 on CTAF. Hawker departed runway 3 with no radio transmission. Aircraft on ground (cheyenne) also reported that we were on 2 mi final runway 21. Hawker replied he had IFR release and began takeoff roll. We executed go around and entered left downwind for uneventful landing on runway 3.
