Narrative:

An air carrier heavy jet was authority/authorized by hawaii 'sdot' to perform an engine run-up. There is no run-up area provided by the state of hawaii on the airport. Therefore, via mou, the heavy aircraft are permitted to run up only on runways. Runway 8R was authority/authorized by airport manager. Therefore, runway 8R is now closed to arrs and departures. No NOTAM was issued for this NAS closure of a major runway. In addition, this information was not included on the hnl ATIS. This type of occurrence occurs on a semi-daily basis. Heavy departures are assigned runway 8R for departure by informal runway use program (pacific chart supplement). The aircraft which are affected by this runway closure were not advised of the closure until they were ready to taxi and assigned runway 8L. Runway 8L has different climb data due to cranes off of the departure end of runway. The aircraft declined the use of runway 8L and opted for runway 8R. The local controller now has to remove the run-up aircraft from runway 8R and jockey him/her around to allow departures on runway 8R. This was done to minimize NAS delays at hnl airport. The local controller's attention is diverted from intersecting runway operations (lahso) to accommodate this run-up. This is unsafe and unnecessary. State of hawaii should be required to issue NOTAMS for this type of closure.

Narrative: AN ACR HVY JET WAS AUTH BY HAWAII 'SDOT' TO PERFORM AN ENG RUN-UP. THERE IS NO RUN-UP AREA PROVIDED BY THE STATE OF HAWAII ON THE ARPT. STATE OF HAWAII SHOULD BE REQUIRED TO ISSUE NOTAMS FOR THIS TYPE OF CLOSURE.
