Narrative:

Was a passenger from redding to san francisco, window seat approximately 3 ft behind port wing. Aircraft was at hold line while performing preflight checks. Flight took active runway and began takeoff roll. 2 seconds after takeoff roll started, saw flaps being extended. As flaps were being extended, power was first taken off, then power reapplied, then finally taken off again. Aircraft aborted takeoff and exited active runway. As soon as they exited, pilot or copilot came on PA and said there was a miscom between our flight and ATC (right!). Went back around and departed normally (with flaps set this time).

Title: EMB120 PAX, WITH AIR TFC BACKGND, OBSERVED ACFT FLAPS START DOWN AFTER TKOF ROLL WAS STARTED AND PWR TAKEN OFF, THEN REAPPLIED. SUBSEQUENTLY ENG PWR WAS AGAIN TAKEN OFF FOR AN ABORTED TKOF. RPTR BELIEVED THAT THE CREW HAD NOT SET THE FLAPS FOR TKOF.

Narrative: WAS A PAX FROM REDDING TO SAN FRANCISCO, WINDOW SEAT APPROX 3 FT BEHIND PORT WING. ACFT WAS AT HOLD LINE WHILE PERFORMING PREFLT CHKS. FLT TOOK ACTIVE RWY AND BEGAN TKOF ROLL. 2 SECONDS AFTER TKOF ROLL STARTED, SAW FLAPS BEING EXTENDED. AS FLAPS WERE BEING EXTENDED, PWR WAS FIRST TAKEN OFF, THEN PWR REAPPLIED, THEN FINALLY TAKEN OFF AGAIN. ACFT ABORTED TKOF AND EXITED ACTIVE RWY. AS SOON AS THEY EXITED, PLT OR COPLT CAME ON PA AND SAID THERE WAS A MISCOM BTWN OUR FLT AND ATC (RIGHT!). WENT BACK AROUND AND DEPARTED NORMALLY (WITH FLAPS SET THIS TIME).
