Narrative:

Doing some instrument approachs in VFR condition with a student. ATC asked me to maintain VFR. We were at 3000 ft at the same time as 2 jets -- 1 lear and a citation. Both jets on practice approachs at the same airport with me. ATC asked me to climb to 3500 ft. The moment I climbed to 3500 ft, it was IMC (it was night). At the same time, a jet was taking off from ontario, which is next door from chino. Controller was getting busy. ATC asked me to extend my downwind for the jet. At 3500 ft, a lear jet was at 3200 ft. I was inside the cloud. If I wanted to go down to avoid the cloud then I might get hit by the lear jet who was below me. I asked ATC to give me a 3000 ft altitude and he did.

BOTH JETS ON PRACTICE APCHS AT THE SAME ARPT WITH ME. ATC ASKED ME TO CLB TO 3500 FT. THE MOMENT I CLBED TO 3500 FT, IT WAS IMC (IT WAS NIGHT). AT THE SAME TIME, A JET WAS TAKING OFF FROM ONTARIO, WHICH IS NEXT DOOR FROM CHINO. CTLR WAS GETTING BUSY. ATC ASKED ME TO EXTEND MY DOWNWIND FOR THE JET. AT 3500 FT, A LEAR JET WAS AT 3200 FT. I WAS INSIDE THE CLOUD. IF I WANTED TO GO DOWN TO AVOID THE CLOUD THEN I MIGHT GET HIT BY THE LEAR JET WHO WAS BELOW ME. I ASKED ATC TO GIVE ME A 3000 FT ALT AND HE DID.
