Narrative:

Warning areas 59 alpha and bravo (W59A/B) were scheduled for the following aircraft: military 1, military 2, military 3, and military 4. All 4 were flts of 2 F18's, departing nbg. All 4 were filed via 'NOLA4' route, direct wardo intersection, which is the clearance limit, and the point at which the flts on the NOLA4 enter W59. All four flts were off course, and needed to be reclred direct to wardo. The last of the 4 flts en route to the W59 complex, military 4 requested a right turn in order to proceed to W59B. The request was denied, and military 4 was reclred direct wardo. I then noticed military 4 had turned right (wbound). When I asked military 4 what his heading was, he stated '220.' I reclred him direct to the hrv 219 degree radial 81 DME point, which by this time required a heading further left than 220 degrees. The LOA between ZHU and was-jrb, new orleans, states that 'pilots requesting a stereotype flight plan will expect to fly the entire route.' NOLA4 is a stereotype flight plan, and the route was not complied with. In order to prevent potential conflicts, pilots must request to deviate from clrncs prior to executing such deviations (except in emergencys, which this was not).
