Narrative:

3 flts exited W470 without clearance, destination cof. Single ship (F16) entered my airspace at FL370 squawking 7700. Attempted contact on ground unsuccessful. Obtained 2-WAY communication after approximately 60 NM. Pilot denied he was an emergency, and had merely wanted to exit W470. No coordination had been initiated by military auths. We need help with this. Callback conversation with reporter revealed the following information: reporter advised facility specialist coordination with affected milfac to resolve this situation. ZJX specialist advised they have good working relationship with the numerous milfac's, providing milfac's with briefings to resolve procedural operational training coordination issues.
