Narrative:

During taxiing, the aircraft skidded off the runway to the left. Brakes were ineffective. Runways were covered with snow. Braking action was reported poor. Asymmetric power was utilized to initiate a turn. Left brake seamed frozen. Full reverse was applied. Supplemental information from acn 533944: captain was taxiing on taxiway B and was making a right turn onto runway 5/23. Captain stopped prior to making the turn. Captain applied no power on left engine and ground fire on right engine. Aircraft moved forward instead of making the turn, stopping approximately 20-30 ft of the runway. See pictorial on reverse side. Braking action had been reported as poor on snow and ice.

Narrative: DURING TAXIING, THE ACFT SKIDDED OFF THE RWY TO THE L. BRAKES WERE INEFFECTIVE. RWYS WERE COVERED WITH SNOW. BRAKING ACTION WAS RPTED POOR. ASYMMETRIC PWR WAS UTILIZED TO INITIATE A TURN.
